A City Built in Phases, Not Overnight


Montaro is not launching as a free-for-all sandbox.

It is launching as a structured city, built deliberately in layers so that stories, economy, and power feel earned instead of rushed. This approach is intentional. We are prioritizing longevity, immersion, and meaningful roleplay over instant chaos.

This post outlines how Montaro will open, what Phase 1 looks like, and who we are currently recruiting.


Why a Phased Launch?


Most cities fail because everything opens at once.


  • Too many factions

  • No structure

  • No consequences

  • Admins forced into constant firefighting


Montaro is designed differently.

We are building systems first, then population, then competition. Power will exist before numbers. Rules will exist before conflict. Economy will exist before wealth.

This is how Montaro stays alive long-term.


PHASE ONE: CORE LEADERSHIP & FOUNDATIONS


Phase One is invite-only and application-based.This phase is about builders, not grinders.

These roles are foundational. The people selected here will define how Montaro feels for everyone who joins later.


Phase One Roles (Admin / Leadership)


We are recruiting for the following positions:


  • Chief of Police

  • District Attorney

  • Mayor of Montaro

  • Chief of the Island of Gerka

  • Island Resort Owner

  • Fachelli Family Underboss

  • Vespucci Boys Motorcycle Club – Road Captain


These are not power fantasy roles.

They are responsibility-heavy positions that require:

  • maturity

  • consistency

  • strong communication

  • respect for structure and consequence

  • an understanding that losing, compromising, and adapting are part of the story

If you are looking to “win” Montaro, Phase One is not for you.If you want to build Montaro, it is.


What Phase One Players Will Do


Phase One leadership will:

  • Establish SOPs, laws, and internal structures

  • Build faction frameworks and long-term story direction

  • Shape the city’s tone and standards

  • Coordinate with each other to ensure systems work together

  • Prepare Montaro for public population growth

This phase will be smaller, quieter, and slower by design.That is not a flaw. That is the point.


PHASE TWO: POPULATION & STRUCTURE


Once leadership is in place, Montaro opens to:


  • Business owners

  • Civilian workers

  • Criminal operatives

  • Serious faction members


In Phase Two:

  • Businesses apply through City Hall for grants, licenses, and property

  • Core jobs are filled to support the economy

  • Story-driven factions expand carefully

  • Consequences are enforced in-character, not by admin intervention

Only players who take roleplay seriously will be allowed into high-impact factions. Characters who break lore, structure, or internal rules will be written out of the story through arrest, removal, or death depending on context.


PHASE THREE: OPEN PLAY & COMPETITION


Only after the city is stable do we open:

  • Gangs

  • Competitive crime

  • Races

  • Territory disputes

  • Private real estate ownership

At this stage:

  • Players can form gangs under existing factions

  • Private property and businesses become available

  • Wealth and power begin to shift organically

  • The city becomes unpredictable—in a controlled way

This is where Montaro becomes loud.But only because the foundation can support it.


What We Are Looking For Right Now


For Phase One, we are looking for:

  • Leaders who value structure over spotlight

  • Roleplayers who understand long-term consequences

  • People comfortable with saying “no” when necessary

  • Writers, planners, and collaborators

  • Players who care more about story than stats

If you are patient, thoughtful, and invested in building something lasting, Montaro is for you.

If you are looking for instant access, instant power, or instant chaos, it is not.

Each role has specific expectations, responsibilities, and narrative weight. Applicants will be reviewed carefully. Not everyone will be accepted, and that is intentional.

Montaro is not about how many people join on day one.
